It is just cotton fabric that is folded in half (kinda like a bubble skirt) Then I sewed the tulle right on top....it is also folded in half so you can stick in the flowers. I sewed a piece of ribbon along the top.
I took the left over scraps off tulle and stuffed the curtain with them so they are full and fluffy.
I think I need to add more flowers. I actually think I had lots of flowers and my daughter sneaks up and steals them out of the curtain to use in her doll house.
